Dr. Ethan Johnson has served as the Administrator/Health Officer for the Florida Department of Health in Seminole County since August of 2023 and currently also holds the role of the Interim Administrator/Health Officer for the Florida Department of Health in Lake County. In this capacity, 

Dr. Johnson oversees all departmental operations, provides strategic leadership and direction, ensures compliance with applicable health regulations and laws and guarantees fulfillment of the department’s contractual obligations with county and state agencies. Dr. Johnson maintains and continue to build strong relationships and partnerships in the community.   

Previously, Dr. Johnson served as the Assistant County Health Department Director at the Florida Department of Health in Volusia County. In this role, he oversaw public health communications, strategic planning, quality improvement, community health improvement, health informatics, WIC, community outreach, and school health. His office also led special projects such as Overdose Data to Action, program evaluations, and other community engagement initiatives. 

Prior to his leadership roles, he worked in both community health and environmental health programs. Outside of the Florida Department of Health, he has worked and volunteered as a program evaluator, grant reviewer, data analyst, and strategic planner for several public health and non-profit organizations. He also spent several years as an adjunct professor in Bethune-Cookman University’s College of Health Sciences. 

Dr. Johnson is deeply involved in various community and public health initiatives, making a significant impact in Seminole County. His involvement in multiple boards such as, Leadership Seminole’s Board of Directors, The Seminole County Healthy Start Coalition Board, HCA Florida Lake Monroe Hospital Board of Trustees, Hope Helps Board of Directors, The Unity Youth Association Advisory Board and The American Muslim Clinic Board reflects a strong commitment to improving health outcomes, especially for vulnerable populations. His role in the Department of Health in Seminole County, partnering with American Muslim Clinic for mobile health services, like women’s wellness exams and mammogram screenings, is especially noteworthy, as it shows a proactive approach to increasing access to healthcare. Dr. Johnson is engaged in broader public health initiatives as the Co-Chair of the National Association of County and City Health Official’s Workforce Workgroup. 

Dr. Johnson holds a Bachelor of Science in Health Services Administration from University of Central Florida, a Master of Public Health in Health Promotion and Behavior from Georgia State University, and a Doctorate in Public Health focused on Public Health Leadership from University of South Florida.
