Donna Walsh is a distinguished public health leader, community strategist, and registered nurse with over 37 years of experience advancing population health across Central Florida. She currently serves as Senior Health Services Analyst and Community Chief Health Strategist for the Florida Department of Health in Orange County, where she mobilizes collaborative partnerships to strengthen public health infrastructure and improve community health outcomes.
Before rejoining the Florida Department of Health in Orange County in 2025, Donna served as President and Chief Executive Officer of Shepherd’s Hope, a nonprofit organization providing free medical care to uninsured and underserved residents across Central Florida. Her tenure followed an accomplished 35-year career with the Florida Department of Health, including 18 years in leadership roles and service as Health Officer for Seminole County, where she oversaw all countywide health operations and guided the department to national public health accreditation.
Throughout her career, Donna has been celebrated for her commitment to health equity, system innovation, and cross-sector collaboration. She has co-authored several peer-reviewed publications and presented at numerous national and state conferences and community forums. Among her many recognitions are the Public Service Excellence Award, True Health Community Champion Award, UCF Alumni Achievement Award, and Leadership Seminole Legends Award.
A proud alumna of the University of Central Florida, Donna holds both a Bachelor of Science in Nursing and a Master of Public Administration. She continues to mentor future leaders and actively contributes to multiple boards and community initiatives focused on improving health access and social well-being.
